1. Market-oriented labor relations gradually came into being and took up a dominant position Non-public economy has become a great engine of China’s economy development, and it has created millions of jobs which is more than state-owned enterprise can do. On the other hand, the government had reformed many SOEs through shareholding system and made them modernized corporation. Millions of employees of SOE had been transformed, and this trend will continue.
2. The group which consists of jobless, migrant workers and laid-off workers who cannot be reemployed is initially formed. Since 1997, state-owned enterprises made right-sizings and created 18 million laid-off workers, many of them cannot find a job till now, because they are unskilled and aged. And more and more emigrant workers congest cites and expect to find city jobs. But there are 150 million emigrant workers, and only few of them can get jobs, I mean odd jobs. The supply is too much higher than demand. For this reason, these people often give up their legitimate rights to win a ordinary position. As a result, a vulnerable group initially emerged.
3. Employee turnover growth accelerated
With enterprise reform going deeper, market-oriented employment mechanism established. Labor resource is always on the move between different industries, different regions, different ownership system and even diverse countries. On the one hand, the demand for high-quality workforce exceeds the supply so they often change jobs to pursue better benefits.
