I. Introduction
A. Historical Background
History of the School
That was in 1985 when BMHS was born. For three years the school was subsidized by the local government until it was given Government Recognition on September 13, 1988 By virtue of the authority vested by the Act No. 2706, as amended and Batas pambansa Bilang 232 ( Education Act of 1982), the Minister of Education, Culture and Sports Lourdes R. Quisumbing grant government Recognition to Balayan Municipal High School, Balayan, Batangas for the Complete Secondary Course (RSEP) effective S.Y. 1988-1989.

During the first year of operation, 1985-1986, a total of 301 qualified freshmen were accepted. Together with the seven pioneer teachers, were initially housed in a six-room building of the BECS. Miss Cornelia M. Hernandez served as the Principal in a position. After a year of operation, BMHS had a school head of its own in the person of MR. VALERIANO A. CASTILLER, who was formally designated as an acting head teacher after which an official appointment arrived from DECS.

The Second year of operation, 1986-1987, came and went smoothly. The second batch of teachers came. It was during this turbulent year that the foresight for expansion came into view. BMHS had to move out to a more spacious grounds to ease out tensions in crowded classrooms. Enrolment, was already 438 freshmen and sophomore students altogether. The construction of a three-room building at the north side of the PROCOM started almost immediately only to be cut short by the February EDSA revolution. But the effort did not end then and there. An increase in the enrolment in its third year, 1987-1988, brought the total students to 835. it was during this year when the school began making waves. Year 1988-1989, in its fourth year operation, one thousand five hundred seventeen students enrolled for free secondary education launched by DECS beginning that year. Four batches comprised new group of teachers who acquired natural items positions. It was on August 1, 1988 when they formally taught 30 working hours in BMHS. It was in this year that BMHS was given full authority to operate a four year secondary course.

March 17, 1988, a day to remember in the history of BMHS turned out first batch of graduates, school’s first fruits composed of 191 senior students. The beginning of 1989 was indeed a new year for BMHS, When BMHS is on its sixth year of operation. The influx of more students in school year 1990-1991 brought anxiety to the parents, the fact that only limited number of students must be accepted because no items for teachers are to be given this year, besides there are just enough rooms to house the present population since we no longer use the rooms at the BECS. But this problem was remedied by the town mayor and the councilors. The school changing the Municipal to National in 1989. Over 4000 students are enrolled annually. At BNHS, there is a morning and afternoon class for the Basic Education Curriculum (BEC) students. The Special Science Curriculum (SSC) students have full day instruction from Monday to Friday. Now, Balayan National High School is on its 29 years of operation. Vision
